The WSJ had a piece on the cell phone deal, and their story basically called it a non-event and focused more on how the companies in question are losing $$ on every one of those phones. Seems they go for mucho money in Mexico, and a Texas jobber would pay those guys $38 for each one. Also the 3rd time they did this, so there is an actual non-terror-related trail. Like I thought, arbitrage. Arbitrage is the practice of taking advantage of a state of imbalance between two or more markets: a combination of matching deals are struck that capitalize upon the imbalance, the profit being the difference between the market prices
