I'd say soon after the collapse. The photo shows the fireman in their turnout gear carrying a flashlight. Smoke still present. Firemen were excluded from the site shortly after the collapse, except due to their protests they were allowed on site when remains were found. I don't remember what date Guiliani banned the firefighters from groundzero. Within a few weeks they showed up there anyway and even fought with police who where there to keep the firefighters out. Apparently the clean up was too dangerous for firefighters.
