Because a declaration of war is a LEGAL act. It HAS to be documented. The Japanese declared war on the US. They presented the Sec'y of State with a piece of paper that said a state of war existed between the two countries (unfortunately for them, they presented the declaration after the act of war- -the bombing of Pearl Harbot. This was not their intent, but that's what happened.) The United States then declared war on Japan and the legal paper required was deliverd by a 3rd party, since declaration of a state of war implies breaking diplomatic relations.

They were followed by Germany which then did the same. And again the US declared war and had the declaration delivered.

There was NEVER a formal declaration of war between the US and N. Vietnam, even though many acts of war by one against the other were committed. There never was a formal legal state of war.

I again recommend you see a shrink, then do some reading.

Lately, the forml declaration seems to be becoming passe. More and more wars are being fought without them.
