Instead of collective punishment of all Arabs, why don't concentrate on these organization, root them out cut there support and mostly eliminate the cause of their recruitment.

Those organizations aren't located in Israel. How is Israel supposed to accomplish those goals without the most incredible undercover spy network ever conceived?
