Actually you have touched on something i have been thinking for several months now. It would have combined the Powell doctrine of overwhelming force along with a plan to keep the sunnis equal in power even thought they are a distinct minority. If shiaa refused to go along, carve off the shiaa half and let arab and kurdish sunnis have the other part. Enough oil in kurdistan for both and shiaa state under sistani back then and without the combat with the militias and US might have worked and kept shiaas independnet of iran to boot. I wonder if it is too late from some variation of that.
