Well, that makes my hard evidence that Qualcomm Europe representatives were present at TSG GERAN meetings meaningless.

Your statement is a bit confusing, but I guess GSM Phase 2+ R'98 preceeded the formation of TSG GERAN. I understand GSM Phase l to be GSM w/o GPRS, GSM Phase 2 to add GPRS, and GSM Phase 2+ to add EDGE. Is that correct? What then was the mission of TSG GERAN?

Considering my ADD, would you please post a brief answer? :-))
