The bushistas are constantly pushing for more authority, broader powers and tighter control. Bush wanted complete federal control over Louisiana and witheld response as a bargaining chip with Louisiana's governor. To remove the state's authority from the situation would have opened a door for any future moves in that direction. There have been estimates that Iraq's oil could flow at a rate of up to 6 million barrels per day if the country was secure. The total chaos there ensures that oil will stay in the ground as other oil producing countries are seeing their reserves go into a condition where extraction rates are going into decline. There is no swing producer anywhere right now. A swing producer can have control over the oil markets. The chaos these guys are spreading has the goal of increasing their power and 9/11 greatly enhanced their power.
