Howe was in Valley Forge. If it was a Prussian mercenary group, it would have been someone else.

I don't remember the timing, but France was trying to challenge Britain for supremacy of the seas. i frankly don't remember if it was before or after the Spanish tried.

An interesting side note is that after the French were roundly defeated by Britain in a naval war, France planted two whole new forests of Oak to build their next generation of war ship from. By the time they matured, the desire to build oak war ships was not so strong, instead they became the basis of the dominating French wine barrel industry.
