I don't really have an explanation, it could be dumpers, it could also be the company has been paying it's bills in shares. I think that's what the company paid alot of the debt settlement off with. Normally there's a wait after those shares are issued before they can be registered and sold. Chances are, those shares are now registered and are being sold. Only a guess. Might want to check what recent filings and insider trading is on this stock.
