Saddam lost a war in case you didn't notice. The grounds that you give for impeachment of Bush are more political disagreement than serious crimes. The constitution doesn't say "the president is above the law", nor does Bush's argument about his powers rest on the idea that the president is above the law. As for Hezbollah, well in theory its subject to the government of Lebanon. Is Lebanon a signatory of the Geneva conventions? I'm not sure. Even if it isn't war crimes violate international norms. Terrorist organizations may not be signatories to international treaties, but there actions still can have consequences to them, ranging from trial under ordinary laws against murder, kidnapping etc., to open warfare against the terrorist organization. Also there is ample precedent to consider terrorist, like pirates, "Hostis humani generis" or enemies of mankind, subject to universal jurisdiction. en.wikipedia.org legalaffairs.org
