There is more of a compelling interest in regulating people with defective genes, than there is in regulating homosexuals- wrt marriage (IMO- of course, it's all just opinion). And the state could do it. The state can obviously discriminate in many ways- and the more powerful the majority, and the smaller the minority, the easier to discriminate. I just don't happen to agree that discrimination is a good idea. In most cases I think that it is not. I'm very libertarian when it comes to social freedom, and how people arrange their lives. I don't see much point in curtailing that kind of freedom.

On the other hand, I'd tax your pants off for social programs :-)
