Seriously, the Japs have a huge headstart on us in fuel efficiency technology. The Big 3 have just been doing the minimum it takes to meet regulatory standards for years, and not approaching the problem with the resolve it takes to make progress. That has changed, but we're wayyyyy behind. Fortunately, the barriers to entry in the scooter manufacturing department are not particularly high, so some gains can and will be made. But manufacturing? Our cost disadvantages are daunting for any serious start ups here; we may get some start ups with wins in design but the manufacturing will be done abroad. Bet on it.
