The days of the environmental groups causing anything more than a ripple are long gone.

Hardly.

While companies in the same industry may not have the exact same agendas in every small detail, the agendas do match in big-picture terms.

They match in the big picture term that they all want to make money. But they often want different regulations in order to make money, they want regulations that effect them eased while those that affect their current or potential competitors can be increased. Some large companies don't even mind when the regulations effect them as much, because they have the size and experience to deal with the regulations while small upstart potential competitors are locked out.
