I heard on some talk show about a proposed law in some New Jersey jurisdiction. The host and caller were both saying it was a great idea... In practice I think it would eventually come down to checking the applicant had a valid visa - because otherwise it would certainly get challenged. But the attitude out there is very anti legal immigrants too.
