In economic terms people are still a scarce resource, at least people with more than the most minimal level of skill, willingness to learn and work, and general reliability. And they probably always will be a scarce resource.

But then "scarcity" in economics doesn't mean exactly the same thing that it does in more general use. Something can be quite common/numerous but still be scarce in economic terms. Air is not scarce in economic terms because it is freely available, it doesn't have to be paid for, and everyone can take any amount they can use without the resource being depleted. But many quite common things are scarce in economic terms.
