France )and probably other countries) went to standard nuclear reactor designs. In the US, every one was different. With standard designs, manuals, procedures, and operator training can be stanardized. The design can be refined. All these benefits help prevent another 3 mile island scenerio.

We must trust ourselves with nuclear fuel and bite the bullet on disposal or radoactive byproducts. Decision processes where everyone can say no and no one can say yes (in any reasonable time period)are totally destructive.
