Canada was at war with Germany. Lets start with a similar comparison. Israel was not at war with Lebanon, but targeted Lebanese civilians. Now tell me about how Canada targeted non-German civilians in countries occupied by Germany. The you will have your analogy. Hizbollah is part of the lebanese Government, the only reason that israel wasn't at war with lebanon, is because they were trying to maintain the rather weak ill equipped government of lebanon.
