Standard & Poor's says 2Q buybacks surge 43% to a record $116 billion. Firm expects trend to continue among S&P 500 companies throughout the rest of the year.

That's the money that companies aren't spending on plant and equipment which is what is supposed to save us from a recession as housing fails.
