What did you expect them to do if they didn't know? Say, "OK man, you are good to go. We can't prove you have WMD's so you are clean".

Don't be naive. Clinton didn't spend our kids, our reputation and our treasury on a fuking guess. And besides, WMD's (what, some depleted chemical weapons?) wasn't the reason Bush attacked Iraq. It was a Neo pipe-dream... now turned into a nightmare for our country.
