The larger issue is that QCOM's GSM/GPRS/EDGE IPR appears not to be licensed at all for Nokia's GSM/GPRS/EDGE "stand-alone" devices, i.e., devices without a CDMA/WCDMA/TD-SCDMA mode.

Exactly, and jackmore put it best when he wrote ... "Here's the heart of the issue: To Q, FRANDly means 5%; to Nokia, FRANDly means 0%."

BTW, if Qualcomm filed the patent infringement suit against Nokia in response to Nokia filing an "anti-competitive conduct" complaint with the EC, Qualcomm had the suit ready and waiting ... should a need arise. The filing dates were 10-28-2006 and 11-04-2006, respectively.
