Not really. In fact its closer to the other way around. Its true that "the war on terror" does on the balance push things in a statist situation; but other than airport security its effect on the country as a whole is relatively moderate. The "war on drugs" OTOH has a lot more impact. I don't know the exact number but I think we have over a million people in prison on drug charges. Also a lot of the law enforcement activities that people complain about in regards to the "war on terror", where already applied against organized drug rings.

The "war on terror" may have excesses, arguably even serious ones but at its heart its an unquestionably legitimate activity of the state. The states main reason for existence is to provide security. The "war on drugs" on the other hand goes after people for selling marijuana or having a bit of cocaine. Both products used to be legal without being a major threat to the country.
