No, OBL committed mass murder as did Hitler. They both ordered mass murder which makes them responsible even if they didn't pull the triggers, release poison gas, or fly the planes, themselves.

Dropping a bomb on a terrorist and having shrapnel hit an innocent civilian isn't morally equivalent to running a death camp or intentionally flying a plane in to a building that contains as many as 25 thousand civilians but no armed combatants.
