It isn't anything but my understanding that while Hizbollah is a terrorist organization, it legally cannot operate in the US. By broadcasting it, AFAIK it contravenes the laws of the US. All they have to do is give up terrorism, and lay down their weapons and get the UN to drop the designation of terrorist, and I assume they could legally broadcast.
