Lizzie, PLEASE stop talking about subjects you know nothing about. The FCC most certainly DOES require functioning product- because they do EM interference testing on the stuff before it is "FCC approved".. Maybe you noticed in those pictures where the tech was putting a little EM meter next to it on a test bench in their farady cage room? ------ Apparently though, to be fair, the FCC requires "mock ups" only, so no vendor sends their actual product.
