Actually Bush controls the Bush administration.

You know that how?

He holds the office. Announces decisions and speaks (not frequently enough) for them. And his decisions aren't all universally popular with his base.

OTO side, there is an absence of any evidence that someone else is really in charge implementing policies Bush doesn't believe in.

Bush seems to be unconcerned with public opinion (too much so) and driven almost entirely by what he thinks is right.

Perhaps you consider Bush a neoconservative - I think he's a moderate conservative.

What is a neoconservative?

The people who use the word should have to define it.

Bush isn't very conservative on some issues. For example, consider that his NCLB education initiative was developed in coordination with Ted Kennedy of all people. His medicare prescription bill was larger than what the Democrats had called for. Just a couple examples. Of course, he's been more conservative on national defence and has put conservative judges on the bench.

If you think Bush isn't controlling his administration, please name the neoconservatives in the Bush administration currently.

Cheney, Rummie et al

If those are neocons, the word has no meaning.

Furthermore, what exactly have Cheney and Rumsfeld made Bush do he didn't want to? And did Cheney and Rumsfeld really want Bush to waste so much time and expend so much effort trying to get the UN to support the overthrow of Saddam? I don't think so. I think that was Bush listening to Powell's advice.
