Are you saying that there was an increase in radical religiosity or an increase in government support?

It seems to me that it doesn't matter whether the groups are supported, tolerated, or just too strong to overcome. If there are active groups there is a problem. The role of the state is incidental.

What makes you think that Musharraf supports these groups? It was my understanding that they opposed him and he, them.
