The neocons will think of Iraq as a win so long as they can keep one or more of the permananant bases. That is sufficient to make sure Iraq doesn't nationalize the oil company or refuse to hire Halliburton. Even if it takes 10 years for the civil war to burn itself out the base will still be there.
