Maurice, English in New Zealand must be different than English in the U.S. midwest. Try mentally replacing "in particular" in that revised sentence with "especially".

If you examine the sentence a little closer, you will notice it says "inform ETSI of ESSENTIAL IPRs" ... not "inform ETSI of his/her/its own ESSENTIAL IPRs" or "inform ETSI of that MEMBER's ESSENTIAL IPRs".

IOW ETSI expects members to inform ETSI about other people's Essential IPRs too ... and do so in a timely fashion.
