Some of those pollution is caused by HK businessmen in the first place. What goes around comes around. And it actually may be a good thing for HK, since its population density is way too high<g>.

Yes, it is bad, and getting worse. But nature is fair, since majority of these pollution is caused by foreign companies, and they will have to share some of the acid rain too (ask S. Korea and Japan). Air circulated around the planet after all.

I will have to figure out what is Confuscious original quote before I can understand the philosophical meaning in it. The English translation is lousy and hard to understand
