if Bush relents, assures that he would not use a pre-emptive strike against Iran similar to what he did with Iraq.

Bush keeps the military option open in response to Iran's nuclear program. No nuclear weapons program (and no other aggressive actions from Iran) and there is no serious threat of any US military action against Iran.
