I thought it was the group in power until the January election that maintained the peace. That group recognises Israels right to exist and was involved in Peace negotiations. Hamas is more hard line, and as israel was retreating from occupied lands increased the missiles fired into Israel and kidnapped an Israaeli soldier. So Hamas broke the cease fire.
