Maurice - I think you might miss the reality that there is a lot of law breaking in the US. Speed limits and drug laws get broken every day.

There are over 2 million people in prison in the US, and the US tends to be lenient on first offenders and usually has high standards of evidence.

As for trying your method with red lights, it is not very advisable when cross traffic will be moving at 40 to 60 mph.

About 10 years ago I was almost hit by a car running a red light on deserted streets at 4 am. If I had had the capability of catching up to the car, there would have been a crime that would have a victim...

When you read of airline passengers tackling somebody for not behaving, that may be actually rage and slightly misdirected vengence. It's not discipline.

The repression is the government's attempt to keep a lid on a boiling pot.
