the same politicle correctness would apply to San francesco , Seattle(sedementy deposits inticate that the area is vulnerable to tsunamies), costal florida,and the south shore of long island ny, among others.

I doubt very many homeowners living in those vulnerable areas have no insurance and expect the government to bail them out and rebuild their homes for free. Interesting piece on NPR this morning: brother & sister living blocks away in NO. He's rebuilt his house, she hasn't. He worked in Army for a while so he knew how to work the system and he had insurance on his house so he qualified for government subsidies. She had no insurance and thus doesn't qualify, now waits for someone like Habitat for Humanity or the Salvation Army to fo something for her.
