And popping pills doesn't affect anyone, but then neither does drinking a beer. Smoking, on the other hand, does affect others. Makes more sense (to me) to regulate that than it does to regulate a guy drinking a beer on the sidewalk. I don't see what's ugly about it though, or any more ugly than not letting people drink in public, or pee on the sidewalk. How exactly do you distinguish public urination? It is, after all, a necessary function. People aren't peeing ON other people, so it's not as if people are physically affected- though you could argue there's the smell- but you have that with smoking and perfume (perfume, imo, probably ought to be verboten in public places, and some day maybe it will be. I don't see a problem with that, or think that any of this regulation is "ugly".)
