What is ugly about going after outdoor smoking is that it is trivial so what's the rationale for doing it?

The problem of "outdoor smoking" is variable. Our local library is an illustration. Once smoking was banned in the library, employees and patrons who wished to smoke went to an area just outside the front door to puff away.

After a while it became obvious that the lingering outside smoke was pulled into the library each time the door opened. On a windy day, no problem; on a very still day, problem for that end of the library. The children's section of the library was just two steps down from that entrance.

So no more smoking just outside the library door.

There is also a movement to ban smoking in the small, public park which is just across the parking lot from the library. The argument there is that the centerpiece of the park is a rather large sandbox, playground area for younger children.
