Good question about tolling when a person is out of the jurisdiction. There is a statute that tolls limitations for civil cases while the defendant is absent from the jurisdiction. I don't know about criminal cases offhand. The federal rule: 18 USC, § 3290. Fugitives from justice No statute of limitations shall extend to any person fleeing from justice.
