FWIW, in many parts of the less developed world, peeing by the side of the road is considered absolutely normal.

Growing up in small town, rural Texas in the late 40s and early 50s could perhaps be classified at the "less developed world."

I hadn't thought of this in the context of the "peeing in public" debate, but, when traveling, we, routinely, would scramble down an embankment on the side of the road and find a tree or bush to get behind, if possible. Not a lot of public rest stops and most small filling stations on the road either didn't have rest rooms, they were "out back", or you took your life in your own hands using them, given the level of filth.
