Do you have a pointer to an actual Q declaration to ETSI for GSM?

I'm not sure exactly what you are looking for, but here is a direct link to some of the patents that Qualcomm has declared essential for GSM. The notation about abiding by the ETSI IPR policy is listed on all of the declared patents.

There is something odd about this. Why would they FRAND for a standard where ETSI has no leverage over Q? Was it in relation only to their use with UMTS?

That is a good question. I dont know what the upside would be unless they were required to do so, and if that is the case, we get back to the issue of timing.

FWIW, I just did a search for Qualcomm and GERAN on the ETSI site....it looks like Qualcomm has a made a few contributions over the years.
