That actually is an interesting story. The House has rules to limit debate, the Senate doesn't. This unofficial and undocumented "rule" was instituted for efficiency reasons. Prior to it, if a senator didn't want a bill to pass, they just refused to stop debating it until it was withdrawn. This was, any senator can block a bill without tying up the senate doing nothing.
