perhaps ...however those in high risk areas, that often by definition are very well to do(ocean front property)expect the gov.to pay for beach erosion prevention and dreging to protect their home and allow easy access for their boats .it is also a safe bet that their insurance coverage is, in part, subsidized by homeowners in low risk areas.
and can there be any doubt that any sane person would try to get all they can out of the gov coffers?
