Mortal enemies, France and Germany signed the Steel and Coal Union in 1952 along with 4 other countries and formed the basis of the EU. That took around 40 years or 2 generations.

And the process only started after 7 years of complete peace that started when Germany had been utterly defeated.

Not to mention that Germany and France where more rivals who occasionally fought serious wars against each other than they where true continual mortal enemies over generations.

Also note that they still aren't one government. The EU has some power over both but it isn't a true government over both.
