Have they moved from killing one or two to dozens to hundreds to thousands? Should they achieve the weaponry, would they escalate further to hundreds of thousands or even millions? Of course.

But would even millions be a threat to the existence of the US or the west?

I'm not downplaying the threat, a terrorist with a nuke is a very serious threat, but even than probably not a threat to the west's existence.
