But unless costs fall further and offerings become more attractive many potential customers will never be enticed by broadband.

DSL flat rates are now €20/month in Germany. That's a small part of the investment to go online considering a complete PC package (CPU, LCD screen, printer) is €600-1000. - Those who don't find attractive offers on the Internet now will never find any.

The old pipe/content thing. In my view it's not the business of the ISPs to provide content.

Perhaps even more worrying for operators are details of the finding that 60 percent of EU households have no Internet access whatsoever.

Why "worrying"? What if the current distribution of communication tools mirrors their efficiency? How did the survey categorize alternatives like mobile online access? There's an UMTS flat rate for €25/month.

Spam may also be a deterrent.

So an ISP should prevent its users from being exposed to the bad, bad Internet world?

A pity that I involuntarily contributed to this study with a fraction of my tax money.
