Good morning Suma,

1. I am not against 'talking'. Negotiating has a purpose. It also has a limit. There are some in this country that, either do not understand, or won't accept the fact that negotiations do not always work.

2. Examples: a. Negotiations with Hussein and the UN did not work. He agreed, then lied, cheated and defeated the resolutions. b. Negotiations between Israel and Arafat did not work. He agreed, lied and cheated (and was given the Nobel Peace Prize). c. Negotiations with NK have not worked. They agreed, promised, lied and cheated the Clinton administration. d. Negotiations with Iran have not worked thus far. They have agreed, then stonewalled and so far defeated all attempts by the UN and the nuclear energy team.

Suma, our troops are sent to foreign locations as a part of the negotiations. We talk first and then send the troops. Example: We talked to Noreiga without success and sent the troops. We talked to Hussein (twice) without success and then sent the troops. We even talked to Grenada before sending the troops. Japan was an exception.
