"Don't know this first hand, but I hear that smart kids in public schools are asked to help their slower to learn classmates along. Which sounds nice, but doesn't that hold back the progress of the smart kid?"

In order to teach one has to understand the subject matter. It actually makes the students who are better prepared to gain a more thorough understanding of the material.

"Trouble with public schools is they cater to the lowest common denominator."

They use the same principle that businesses do for success. They just twist it a little. The most productive teachers devote 80% of their time to the 20% of the class that would struggle or fail without the assistance. It increased the percent who pass more than concentrating on the "smart" students.
