(b) Holders. The approximate number of holders of record of the registrant's Common Stock as of December 31, 2003 was 657.

(b) Holders. The approximate number of holders of record of the registrant's Common Stock as of December 31, 2004 was 657.

The way I read it, the stock registrations should have been submitted on May 01, 2004 since the 2003 assets were $1,371,605 as of December 31, 2003 and the number of holders exceeded 500 but was less than 750. All required unless waivered by the SEC.

This could be part of the hold up IMHO. Any thoughts pro or con?
