That is what I meant -- the invasion was a failure well before the occupation failed -- :)

I would go one step further -- the process that led to the decision to invade was a failure before the invasion, and the seeds of failure of the invasion were planted during the process of deciding to invade. The decision process could not look the facts square in the eye. By engaging in so much denial before the invasion began, the detailed invasion and occupation plans that HAD been on the drawing board for some time were thrown into the garbage, leading directly to both a failed invasion AND a failed occupation and in time will lead to wider failures in the war on terror.
