Anything is possible. Most of the heavy diluters (see, e.g., vwkm) just dilute. They don't care about anything other than selling shares. I don't think that's the case here.

This particular company has PR'd many times what the share structure is. They established a trail that can be followed.

Again, all we know for sure is the legal authorized limit on file with Nevada Secretary of State.
