why? It is only logical.....

As far as prohibition on drugs go the government is using very little logic. Even with years worth of evidence of the damage that the drug wars are causing, both at home and in other countries, not to mention the general failure to stem the flow of drugs into the US, the Gov't still is stuck on stupid and refuses to try a new approach.
