The fact is the White House outed Valerie Plame, a CIA agent on Iranian WMD during war-time. That is treason. And Bush also promised to get to the bottom of it but stonewalled and covered up for more than a year instead of taking responsibility. Why? Becausae he knew Cheney and Rove were both guilty. Bush didn't care about protecting Armitage.

Armitage talking to Novak doesn't excuse Libby, Rove and others doing it, and Libby said he was ordered to by his superior, which means Cheney. Bush also approved per a recent report.
